Encouraging drugs, smoking and alcohol in minors is child abuse

Children as young as seven have been removed from schools for drug, smoking and alcohol offences, new figures show. 

"We can feel sorry for the seven-year-olds, but we have to look at who is behind them and influencing them as they are the real culprits who need to be sorted out,"  Sergeant John Robinson
Having children is a privilege and should be seen as such by all members of the community, most of all parents. There are some that abuse this priviledge, is it up to all members of the community to help monitor the potential abuse and neglect of children? 
There are responisibities that parents have for the care of their children. Although there is argument for chilren knowing their own mind and making decisions for themselves parental control, authority and accountablily trumps political-correctness here, especially for 7-year olds.
